Spelling should be 'kebebasan' and perhaps more grammatically, 'pembebasan'. (Such documents are not renowned for their grammatical precision.) Without seeing the whole sentence, I am of the opinion that one of the parties may have been married before and given a divorce in which they were free to remarry. If I could see the phrase in context, I could be more confident.
