concessione edilizia
Dear Sabine,
I think that "concessione edilizia" is the correct translation even if I have not found the same expression in any dictionary or similar.
I know that you do not like it, but I was recently involved in selling a real property of mine. "Concessione Edilizia" is an approval which is given by the Municipality (namely the Mayor) on the basis of a preliminary project("Vorentwurf"). I have not heard any other similar expression related to this subject.

il dubbio forse esiste con "approvazione tecnica", come detto da Martina Frey, ma non ne sono sicura al 100%.
