I'd love to know too Ingeborg but I don't think it is the kind of text that I am going to be able to find out about (set of verbatims). I passed on Johanna's suggestion in the end because it was better than anything I had dreamt up. Can I take this opportunity to thank you all for trying to help and maybe I will be able to twist Johanna's arm into posting it as an answer... If I find out more then I will definitely let you know

@ Charles no, don't ever feel stupid. But if you can ask the client and get an answer, it would be great to find out what it is. It seems to have everyone stumped :0

Thanks to everyone for their input. The actual survey question is not clear - all I know Phil is that it is a survey about truck drivers and the impact of not being allowed to use a mobile phone when driving and I am afraid that that is the entire sentence Christian. Unfortunately the BL does not come up elsewhere in the text Johannes. Maybe Johanna is right but if he is Betriebsleiter then you would think that his Antwort wouldn't verzoegern (because he wouldn't be out driving). I am pleased that it is not immediately obvious - at least I don't feel so stupid...

BLvD Was BL bedeutet, weiß ich ohne weiteren Kontext nicht, aber "vD" könnte sowas wie "vom Dienst" bedeuten. Taucht "BL" sonst noch irgendwo im Text auf?

Ok, I'm posting this as a guess!
I did some creative googling (Betriebsleiter+ Spedition) which brought up some of the tasks of a Betriebsleiter in a Speditionsunternehmen:

So it is actually conceivable that the BL communicates (via phone) with his drivers and that his response is occasionally delayed because of all the other stuff he has to do!!
