I see that "sone " is a "measurement of subjective sound". Maybe "Wendeschlag" is "return stroke"?

Impact... would normally be against a stop of some sort, but in terms of car windscreens system, I cannot fathom WHAT the stop would be.

Otherwise, I'd be tempted to offer "(wiper's) reversing impact" as an answer.

Yes, 'return stroke' or 'down stroke' seems to be the terminology used on forums on the internet (I haven't found any 'reliable' sources though).
The document seems to be regulating the acceptable level of noise that this produces. See for example this forum post, if the angle of the wipers is wrong, they can 'chatter':
