This is a document about the torques on screw connections. I have found both starting and tightening torque as a translation for the above. Can anyone please confirm which is the correct term or maybe another term which is more appropriate

"Anzugs-" from "anziehen"="to tighten".
"Tightening torque" is what is normally specified for screws/bolts, and is absolutely the standard term IMHO.
"Starting torque" would be the torque on a rotating component in a machine etc (normally called "Anlaufmoment"), upon start-up, which might also be applicable here (1st occurrence of the term in the above sentence), i.e. you might have to use both terms in your sentence quoted, though I doubt it.

Some obervations on usage:
"Starting torque" is also called "Anfahr(dreh)moment".
"Anzieh(dreh)moment" is sometimes used instead of "Anzugs(dreh)moment".
Some people may confuse things and understand "Anzugs-/Anzieh-" as "starting". That is because in colloquial language, "anziehen" may be understood as "starting (up)", "starting to pull", "getting traction", etc., when talking about motors, engines, vehicles, drive trains, and so on, but technically this is not correct and not what you're looking for in this context.
