In a learned commentary by a Dr Riemer on Volume 3 of the Swiss Civil Code dealing with Vereine.

The section is dealing with different procedural motions/applications relating to meetings of the Verein.

"Immerhin ist für Einschränkungen (betr. einen Fall, der eher als statuarische Ausdehnung anzusehen ist) ...eine "ausdrückliche" Regelung in den Statuten erforderlich. Eine blosse Vereinsuebung genügt hier also nicht."

The sentence before is "Obwohl es sich um eine scheinbar grundlegende Bestimmung der "Vereinsdeomokratie" handelt, ist Artikel 123 nicht zwingend.

The one following is "Die Statuten koennen aber, sofern dies "ausdruecklich" geschieht, den Entscheid ueber die Beschlussfassung betr. nicht "gehoerig" angekuendigte Traktanden auch der jeweiligen Versammlung ueberlassen.

I think it means that the Verein cannot merely act, but that its actions must be set out in the statutes. These actions relate to the restrictions (of certain interventions, as mentioned by transatgees).

Einschraenkungen From the text I have available (only a segment of a larger document) it is not 100% clear what they refer to./ However, from the limited context available I could think that it refers to procedural motions restricting certain interventions a meetings of the Verein.
The bit in brackets is the author's, not mine.
