I would like to thank everyone for their suggestions. At the end of the day, I decided to translate it in the sense of their eyes passing to the person in question, as it seemed to fit with the general sense. Perhaps there was not any correct answer. It is just that I sometimes wonder whether native speakers have more of an idea of what pscychiatrically disturbed people are trying to say.

"passiere ***mir*** etwas vor ihren Augen" is somewhat unlikely, because the other sentences provided are written in the third person. We do not know, though, whether the person concerned is not only paranoid, but also schizophrenic... ;-) To sum it up, the use of first person perspective among statements rendered in third person is improbable.

Karl's reading seems likely, but the text would still be odd. Could it be "passiere mir etwas vor ihren Augen" if the newspaper becomes an intruding watchful presence? Quite baffling.

I agree with Karl's interpretation. "Mit" ihren Augen makes more sense.

The context indeed provides that it is reported speech and makes the sentence a bit more easily understandable, but still it has incorrect grammar/spelling and/or a missing word/missing commas etc.

"Bekomme dann das Gefuel sonst passierte mir ihren Augen wenn sie in der Wohnung sei" could be "sie bekomme dann das Gefühl, sonst passierte etwas mit ihren Augen, wenn sie in der Wohnung sei" (->she says that she gets the feeling that otherwise something would happen to her eyes when she is in the apartment). As that woman is paranoid, probably any explanation in relation to her paranopid ideas could be possible, (i.e. logic won't help to get the intended meaning with 100 % certainty) but this seems to be a "valid" option.

Sie habe das Gefuehl, dass man in ihre Wohnung schaue um zu sehen was Frau X macht. ... Kaufe sie aber manchmal eine Zeitung, die sie dann aber ausserhalb ihrer Wohnung lese. In ihrer Wohnung moechte sie dies nicht machen. Bekomme dann das Gefuel sonst passierte mir ihren Augen wenn sie in der Wohnung sei.

Please provide more context or it will have to be you who figures it out. It's a bit unfair to expect people to guess at what this is, especially in a medical context. I imagine that no one will die as a result of a faulty translation but people are willing to help so it would be nice if the requests for context were met this time.
