This is from a form, so there is no context. The next field is Lizenzgebühr (license fee), so lizenzpflichtiger Betrag must be something different. The two are to be added up and multiplied by the number of products (boilers) to make up the total license fee.

Could it be "amount subject to license fee?" If the license fee is expressed in percent, then this might make sense.

Thank you. Unfortunately, I wouldn't know how to combine these with Betrag, as it's not the fee that requires a license, obviously.
Meanwhile I also found 'royalty bearing' on the LEO board, but the same applies to that.

This is one option. It will serve your purpose also in the sense that addition for arriving at total fees and subsequent multiplication are possible. In short, you will pay a certain flat amount at the time of submission of your application form for a license, and then your next column gives the licence fee.
