Taken from a book on happiness research. I know this term can be translated in other contexts as "security of supply". In the first instance I tended to "secure provision". But I am not really satisfied with either here. It all has something to do with public goods in economics but I cannot find out if there is an expression used for this there. I have thought about "Anything whose supply is guaranteed has the character of a public good" for the last sentence.

Das ist übrigens der Grund, warum sich für solche Güter keine Märkte bilden können. Da niemand ausgeschlossen werden kann, ist auch niemand bereit, freiwillig dafür einen Preis zu entrichten. Jede Form von VERSORGUNGSSICHERHEIT hat den Charakter eines öffentlichen Gutes.

secure access
I was tempted to go for "secure access and supply" but the concept of non-excludability of a public good shifts the focus towards "access". The concept of secure access can be applied to many goods and services.
