To me, this sounds as if it means +12°C indoors and outdoors/70% rel. humidity at ground level and 20°C outdoors in the roof region, although that is completely illogical, firstly because it would generally be cooler at a higher altitude than at ground level and secondly because the difference between the temperature and humidity at ground level and at roof level would not vary THAT much, assuming that we are considering an ordinary 2 -storey house. I can only imagine that it might actually mean 20°C inside the roof/attic at an outdoor temperature of 12°C, even though this seems to be the opposite of what it says.

In Colorado hätten wir bei den gegebenen Daten mindestens 30-40 Grad Dach-Oberflächentemperatur da sich die (meistens) Asphaltdächer noch mehr aufheizen und meist eine minimale Unterlüftung gegeben ist. Die angegebenen Größen sind durchaus realistisch.

To me, this sounds like a mistake in the original. It should have been worded the same as for the winter conditions. Then it makes sense, because the conditions outside change but the ones inside are more or less constant. "Dachbereich" belongs almost certainly to the text outside the brackets. - Can you ask the outsorcer?
