As far as I know it refers to the size of computers, which in this case are the size of a cupboard, as opposed to "Großrechner" which are the size of a whole room.
I wasn´t able to find any specific term though. Is it "standard" or "medium-sized" computer technology or engineering or system, or something completely different?

Difficult to say without some more context. Computers used to be classed as mainframe (room-sized), mini (cupboard-sized) or micro (PC), but these terms are somewhat obsolete now. The preferred term for the cupboard-sized ones seems to be "midrange" now.
