To my knowledge \"noise\" or background is not a term usually associated with inflammatory responses. The only situation in which it would make sense is when one compares relative cytokine levels (not clear from the excerpt) in such a case the writer must be referring to either a low threshold response (where the response is triggered early and clearly) or to a response where the levels of other cytokines are very low compared to those mediating inflammation (perhaps this could be translated as a low background response) I believe the first option to be more likely (and it does not exclude the second), thus the suggestion \"low threshold inflammatory response\"
