I'm assuming that "complements" is mentioned earlier and refers to supplements for animals, given the context, i.e., the animals cannot be slaughtered within 10 days of being treated.

agree Nikki Scott-Despaigne : or "aforementioned supplements", but I this the simple use of "those" is so much better. Anything for a simple life! Also "withdrawal period" for "délai d'attente". Just finished a short but technical doc on the slaughter of pigs.

I have assumed that it is additional information which is required here but it could of course also be additional procedures prior to the animals being slaughtered; "complément" is often followed by a qualifying noun as in "complément d'enquête" = further inquiries, etc. Hope that helps!
