I think this is one of those cases where what is actually being said makes no technical sense whatsoever. But building slightly on another poster's suggestion, I think you can sort of rationalise it like this (again, "web-enabled" is one of those pieces of marketing mumbo jumbo that doesn't really mean very much technically, but that's kind what they have in the French...)

Ugh, the French wording is a bit odd, but I get what they're saying.
Your suggestion is accurate, but I hear "web-enabled" more than "Internet-connected". Perhaps someone has a better suggestion for "digital medium". I prefer "digital interface", but that may be reading more into what the suggested technology entails.

This is more the way I would express the same idea in EN - offer a downloadable version. You can add "electronic"/"digital" if you like, but that's implicit in downloadable.

Connecté does not necessarily suggest via the Internet. It could be an intranet. It just means "and/or provide an electronic version online"
