I would keep empirical only if this is an academic article.
Otherwise I would use the "in actuality, in reality" - to oppose the behavior to theory, which results in something like this:
The reformist strategy, as announced by this party, in the behavior that was actually adopted in reality, served the people better

: with some of this: the party didn't announce anything, the way they acted made use aware of this -heralded (see CMJ_Trans answer) and 'servira' is future 'will be of better use'

There is no issue of understanding what is meant. At issue is to what degree one wishes to translate the tortured, and somewhat pompous, French phrase into simple English. Hopefully, I am suggesting a "happy medium".
