comportement empirique adopté dans les faits

French to English Social Sciences Government / Politics
"La stratégie réformiste, que le ***comportement empirique adopté dans les faits*** par ce parti annonçait, servira bien mieux le peuple que l’espoir [...] d’une révolution."

This is from a political article about French and German socialism. I'm not entirely sure what "comportement empirique adopté dans les faits" means here and would appreciate any pointers.

I would keep empirical only if this is an academic article.

Otherwise I would use the "in actuality, in reality" - to oppose the behavior to theory, which results in something like this:

The reformist strategy, as announced by this party, in the behavior that was actually adopted in reality, served the people better

There is no issue of understanding what is meant. At issue is to what degree one wishes to translate the tortured, and somewhat pompous, French phrase into simple English. Hopefully, I am suggesting a "happy medium".
