'relever' is being used in the sense of to notice or to spot something, but I think 'to note" would be more appropriate here as it comes from a formal letter.

: Yes, though as PhilG says above, the exact tone required for this word is going to be dictated by the rest of the context; it might mean something like "We are singling out..." (for particular attention, for example)...

Yes, I did consider "we particularly note the high fees for, etc" which could be also be used, depending on the contents of the letter
