budget transfer

I believe they are talking about the problem of a "budget transfer" meaning funds being returned if not used (non consommation). So the town, or other government entity will tend to use the funds even if they don't need them, thus leading to the inefficiency, or lack of being responsible, being discussed.

On second thought, my reading of the beginning of the passage was all wrong, but I still think it might refer to giving money back, with the "take back" meaning of reporter.

disagree Gabrielle Leyden : No, Stephani, it means to carry over (or forward) the amounts to the next budget. "report" = postponement, deferral.
