The context for this phrase is a section addressing the positioning of metering or measurement equipment by the local transmission network operator. Until this point in the document, nearly two thirds of the way through, the term "raccordement" has been used for the "connection" point or "connection agreement" between the network manager and the generator. However, in the sentence below the term "connexion" is also used and evidently refers to something different:
"[Le gestionnaire du réseau de transport local et l’utilisateur du réseau concerné conviennent dans le contrat de raccordement de la localisation des équipements de mesure, qui sont notamment installés] ...sur chaque ***raccordement, connexion*** ou unité de production lorsqu’un équipement de mesure est nécessaire pour déterminer, par rapport au réseau de transport local ou à tout autre ***raccordement ou connexion***"
I would be grateful for any thoughts about the difference between "raccordement" and "connexion" and possible translation of "connexion" here, please. Could "raccordement" mean the connecting line, for example, and "connexion" the point of connection?

The raccordement may be a connection where voltage is stepped down (hence, adjusted) from the high tension voltage level to a lower level.

: BD is right, the subject does not deal with stepdown transformers. BTW your reference refers to Voltage transformers. And "raccordement" designates here the terminal connection of the transformer. Off the subject.

Yes, my point was that the "adjustment" implicit in raccordement would be a voltage stepdown, at the voltage transformer. There could be metering at the terminal connection.

Though the two terms are often used interchangeably, the fact they are both used here seems to mean that "raccordement" is used to mean connection to a mains supply and "connexion" is used to mean connection to the client-side installation. An incoming mains utility connection point is called a "supply".

Of course, all of this is "mains supply", but it's a bit clunkier to spell out that it's where the local network operator connects to the generator supply.

Languages don't always map 1:1 and I don't see any problem with omitting one term in a list when more than one term maps to the same term in the target language. Particularly in the context of a legal document where the author is trying to cover all possibilities and the two source terms are almost identical in the source language. This can also happen the other way round where more than one target term is needed to cover a source term.

: Yes but raccordement suggests a voltage change while connection doesn't. If in doubt whether raccordement is surplusage beside connection, I would presume not. As the courts say about statutory construction, the presumption is that no word is gratuitous

Discussion
By the way, in EN we call it an 'electricity meter', not 'counter'.
The electricity meter in households cannot be subjected as the plant operator has no link to the consumer. The consumer pays his invoice to to grid operator only.
'Connexion', on the other hand, can be any connection internal to the system (i.e. not necessarily that belonging to an end user).
Difficult to know quite how to maintain the distinction in EN, especially as we don't have enough context to know precisely what they mean.
While in other contexts 'customer connection' might do for 'raccordement' (or possibly here 'external connection'?), it's difficult to know what to call the other kind — unless you simply call it a straight 'connection' with no qualifier?
More context might help to understand in more detail exactly what distinction they are making.
