Very common in FR, and a bit of a faux ami!
It simply means the marker point of some kind, which might be a physical mark (timing mark on the flywheel of an i/c engine, for example), or as here, some kind of electrical pulse.
In a game show, the host will say "Top chrono!" for "Start the clock!"; in military (etc.) timing situations, where we might say "Mark!", the FR expression is often "Top!"
