I've only just heard of this, but it seems to be current in many fields

agree Julie Barber : Project is better than mission though..but cross-cutting is nice and wide because we don't know exactly what they mean in this case; could just be the jobs that all the partners/companies work on together

extra duties

I think that what this means is: the duties of every project manager is to efficiently manage the works for the company he/she represents. However should some other problem arise or be there a need for a solution derived or created from other project manager(s) working for other construction companies, he/she has the obligation to help solve it. In other words '' missions transversales'' <=> extra duties or duties that are supposed not to be part of their jobs but can't refuse to do.
