1) The term search yielded no Kudoz results;
2) I am not very happy with the translations offered in the ones that have just emerged from my submitting this question. See my suggestion below.

A large bank is introducing a comprehensive, group-wide information system including all its newly-acquired subsidiaries. The document in hand covers security in Windows environments. The "note d'organisation" appears to be a memorandum internal to the banking group.
I thought **"organisation policy statement"** would be a possibility, given the context: "Windows security **policy**"

Thank you for replying. I should state that it is not a note disseminated to the organisation. Here, however, "organisation" refers to the organisational structure replicated in a company-wide information system. The paper I am dealing with is about managing access authorisations within that system.
On reflection, I am reconsidering my earlier remarks an answer to your contribution, and I am afraid I am opting for "memorandum" (company / internal / group as appropriate). Thank you again for replying. I am sorry I cannot use your answer.
