retour de socle

French to English Tech/Engineering Architecture kitchen cabinetry
This is from a training program for sellers of kitchen cabinetry. It describes all the elements in a custom kitchen and how to combine them.

Can anybody help me?

socle = plinthe This is the board that fits below the kitchen cupboards, inset, to form a neat finish to the floor. I don't know what it is called in EN, but the supplier of my own kitchen over here in France called it a 'plinthe'.

The 'retour' is just a 'return' — the short bit fitted where the units come to an end; I guess the point is that the main stuff usually comes in long lengths, but this is supplied in special shorter lengths to save waste; it might perhaps also have fair ends to give a neater finish.

Standard units are generally 60 cm deep, hence the 140 cm would give you 2 pieces, potentially one for each end of a run of units.

side plinth

It's the bit of the plinth for below the kitchen cabinets (the bit that hides the legs) that fastens onto the side. The only thing that I am not sure about is that 140 cm seems a lot for one of these even if it is going to be cut up, but perhaps these units are 70 cm wide, so then you'd get two per piece?
