The agency is developing Turkey as a brand
I would use the present continuous here because the simple present tense doesn't sound right. The present perfect (has developed) is also possible because it refers to an action that begins in the past and continues in to the present but there's a suggestion of finality which is not intended in the original.

Comment: "Thanks Colin - your suggestion was very good."

: It doesn't sound right to me to use the simple present (used to refer to a regular repeated action)

the agency uses Turkey as a brand name
You may need to retain 'la Turquie' in the translation if this is being used as a abrand name for a product or range of products.

The agency is turning/has turned Turkey into a trade name.
Just a bit worried that with Turkey and brand, if a capital letter is forgotten, it could read as though you were meaning fowl and not the country, hence the move away from a strict translation on this one.
Something still freer may work :
- Turkey has been turned/is being turned into somthing of a trade name by the agency
