To spin or rotate part of a picture or photo pick " rotate by angle". Then pick one of the three options, 90 degree will spin the selection one-quarter of the way around. What is the meaning of way around. Thank you

The reference is to "the whole way round", which would be a complete circle - 90 degrees is one quarter of that
