As my final point, let me say that transit policy is evidence of the fact that the Danish Presidency, to which I am very grateful, is at work right through to its last day. Let me tell you, as an Austrian, that we give the utmost support to the proposal **to be found in COREPER**, because it is right and good. It is my expectation that a resolution will be passed at 3 p.m. this afternoon, or, failing that, at the extraordinary council of Transport Ministers on 31 December.

If I get it right, this guy is supporting the proposal the Coreper (a body that does preparatory work for the Council of the European Union) will come up with. The thing is that, if the proposal has not been yet produced, isn't it a bit nonsensical to support it blindly? Well, politicians, hell knows. Just wanted to see if you guys read it the same way or I need to stand corrected. Thanks beforehand.

COREPER have already come up with their proposal.

to be found in... = (here) which/that can be found in...

As stated above, the proposal has already been drafted and should be available as a written document.

i.e. which is located in/has been proposed by..

you would usually use it in the context of something 'to be found in' a book, or report.

maybe it is an odd translation, at any rate, I read it as a proposal that has already been made by COREPER.

"To be found" means "you would find if you were to look"

The sentence is a bit murky, but "to be found" does not necessarily means that the proposal has not been drafted yet. In this case, the words "to be found" are pretty superfluous. "The proposal to be found in COREPER" is equivalent to "the proposal in COREPER." That is how I read it.

Coreper have produced an anwer - it may not yet be available to all

The speaker/writer has poor command of English ('right and good' gives that away). I think he is suggesting that Coreper have an answer at least ready to put on the table - I can't see whether the answer is tabled.

whatever Coreper is, or going to produce, it will be /is used as a reference, a source. And the usual way of referencing something is telling someone to "see Coreper..." or 'see..such and such document" et cetera... IMO.
