Probably meaning in this context that if you try taking the IELTS test with the BC, the'll be there for you, to help you along the way in more places, with more help, more attention, with more resources, professionality etc.than any other organisation in the world. Unrivalled means incomparable, better than anyone else indeed, but availability as the qualified noun is more difficult to assess, except that the phrases following this initial statement are probably aimed at clarifying it, plus this all refers to the days the applicant is already preparing for the test or already doing it.

: definitely makes FAR MORE sense! and a good example of the dangers of too short extracts from the ST given by Askers : knowing about the "(48 days per year)" part makes the typo blindingly obvious!

Discussion
IELTS is the examining body, while the British Council is one of the bodies organising the sitting of the test.
What they are boasting of is that they (the British Council) can offer you a choice of 48 dates throughout the year to sit the exam, i.e. more dates to choose from than any other rival body organising the same IELTS exams [not any kind of special favours / special support].
IOW it's none of these:
1) We're always available for you during the days your students are taking ELTS?
2) Your students have more chance to take our ELTS exam?
