I can’t quite make out what the phrase ‘’pull together’’ means in the context below.
Any help would be greatly appreciated.
‘’Elizabeth said she appreciated the communication challenges between the select committee and the council and that she would be happy to try different methods and get feedback about how the restructuring was handled. They shouldn’t fall behind the national situation such as with France when they were talking about it after a local agreement had been reached. She said that only a significant project would justify the cost of a European Works Council so they should do what they can without *pulling everyone together*. She added that she did not like that a case by case basis would be used and that they need an initial framework to expect agreements from each other and formal opinions could be acquired, otherwise they could almost lose a week before anything happened. Cynthia said she had been involved in quite a few restructurings and it was difficult to set a procedure beforehand because of all the variables.’’

She is saying that the select committee, which is a smaller group, can handle the problem without bringing in the whole works council.

Here's another one:

All of these examples are using the phrase "pull together" with a physical sense of bring together for some sort of deliberation or meeting. The other use of pull together which means to all pull for the same thing, or the same idea, or the same team is not appropriate to your text in my opinion.
As you may be aware, the Point Source Workgroup has pulled together an alternative allocation strategy. There has been much discussion regarding this strategy and I would like to pull everyone together to formally discuss it.
Wrap it up. Pull everyone together as the end of the project nears to put the pieces together.
