The problem herein lies wether the word liberty is also used in the same text or not. If the word liberty is also mentioned, most probably I'd use the word "özgürlük" for liberty and the word "serbestlik" for freedom. This is not a very healthy approach -you do not really solve the problem, you merely get rid of it- but it is often done: use the turkish word for one and the arabic/persian word for the other word. And add a footnote to explain why you have done so.
It also depends on how the word freedom is related to the word "will" in the text. Sometimes the word "erkin" is used when "active" versions of freedom are meant.
"Freedom of Speech" and "Statue of Liberty" are two examples that reflect the problem. Generally the word "özgürlük" is used when these are translated. I wish you good luck :-)

BTW: There is a book called \"Özgürlük\" published by Dost Yayinlari. I think it was published in 2000 or 2001. As it covers all aspects of the concept, the translator of the book had the same problems -or even bigger ones-, so you might check out the book to find some clues on how to approach the problem.
