There is a clear equivalent in the Spanish Navy, where there are a series of "Especialidades", one of which is "Administración". This specialty exists within both the lowest tier, "Marinería y Tropa", and that of "Suboficiales". Of the former, the Navy's website says:
"Especialistas en el tratamiento de la documentación. Su trabajo se desarrolla en todas las unidades de la Armada, tanto en tierra como a bordo de los buques.

Formación:
Marinero: 4 meses
Cabo: 6 meses
Cabo 1º: 1 año
Expectativa en la vida civil:
* Ofimática.
* Administrativo.
* Secretariado.

This is obviously the Spanish Navy's equivalente of the US Yeoman. Since a Yeoman is an NCO, the Spanish equivalent is precisely Suboficial de Administración, as Jairo says.
