English term
through-flow
A vessel that stores a predetermined quantity of water and includes a flushing device to discharge water (plus some through-flow from the water supply line) into a water closet bowl or urinal

1. The discharge has been mentioned, but the inflow has not been. So it may be a regulator.
2. It may be an overflow tube
3. It may be a metered flow valve that delivers a constant flow of water throguh the bowl (as in a urinal)
