Actually the document is written in English but as I see it was not written by a native speaker due to other several mistakes I found.
I fully agree with your last statement.

"The reports in general are well written with an adequate level of information /with good information", and means in two of three projects first report after introducing a new program offerings by age projects." ????? After "means in two or three projects ...." it is not understandable, IMO.
