Hazel, I believe it refers to: \"al completarse\" o \"al final\" de a, b, c....whatever the clauses are talking about. It could be many things that the parties have agreed to. It could be at the completion of X production phase, or when the building X has been remodeled, etc. If theere are no specific clauses in the agreement, then they are probably talking about \"al completarse todos los trámites necesarios\"
Remember, a sale implies many things: title searches, credit checks, mortgage loans to be cancelled, inspections, etc. I hope this helps.
