Словари (некоторые) приводят перевод "на этот раз" для "this time", поэтому действительно не совсем ясно, почему еще и "around". В обычных публикациях встречается это выражение, но перевести его можно тоже двояко ( и с "уж" для усиления, и без него):

Честно говоря, я не думаю, что это такое распространенное выражение, оно встречается чаще всего в названиях песен ( у 3-х авторов, среди них Майкл Джексон). Но объяснение я нашла в форуме:

1.Well, it can also mean the previous occurence of something that happens more than once or in cycles, even if it not the last/final time it will ever happen.

2.But when used in the expressions "this time around," "next time around," and "last time around" I think the "around" suggests that there is a cyclical possibility or chance of recurrence.

Эти объяснения и примеры подходят как раз к Вашему варианту "уж на этот раз" ( буду умнее, учту ошибки, не промахнусь, пр., поскольку это все повторяется неоднократно- следует извлечь уроки...).
