When there are many leadership positions inside the same company/organizations each of the "leaders" have a "lower" level of leadership because they lead over a smaller department than what they would be leading if there were not as many "leaders" in the same company - which, by their turn, also lead over smaller departments because of the same reason. Because of that - the increase of leadership positions inside the same company/organization - all the leadship positons are literally of lower rank in comparison with what would be if there weren't so may.
