arruela (ou anilha) de torque
Não encontrei nenhuma referência a bolt washer na Internet. A que mais se aproxima é torque washer, definida na Wikipédia como uma arruela com um "square hole in the center where the carriage bolt square fits into". Veja ref. e foto abaixo. Parece-que me bolt tem função adjetiva na frase; a palavra principal é o substantivo washer, portanto arruela (ou anilha) deve ser o elemento principal. Encontrei este exemplo num blog onde o rapaz explica como fez um escpamento direto na sua motocicleta: "Fala Rone, o meu eu fiz diretão sem nenhum abafador, somente com arruelas de torque. No entanto a minha 883 é carburada por isso não me preocupei."
