emirati housing

This is from a description of construction packages of community development in UAE. The original text is 'Phase 1 covers the construction of houses, universities, offices, federal governmental offices, town centers, a sports city, emirati housing, the headquarter for Zayed University and Khalifa University, an exhibition center and a convention center.' I wonder if the emirati housing means 'houses operated by an emirate' like council flat in the UK. I would be happy if you would post your translation/answer.

My guess is that "emirati" is an adjective deriving from "Emirates"; although I don't understand why it is left uncapitalized.
Maybe you can also use instead エミレーツの of アラブ首長国連邦の。
