Come rendere meglio quest'idea di "coinvolgimento mutevole"? O forse significa che in realtà il problema del contrabbando non riguarda singoli paesi in particolare?

Moreover, the weakening of governance structures in countries such as Libya facilitates smuggling in the Mediterranean. Smuggling of Belarusian cheap whites, and transit and illicit production activities in the free zones in the UAE, remain of particular concern.

Io renderei la frase abbastanza letteralmente, traducendo "anche se il coinvolgimenti dei singoli Paesi sembra essere incostante".

mutevole/variabile

Secondo me la tua prima ipotesi va benissimo, al massimo (scusa il gioco di parole), si può proporre, come variante, "variabile":

"il coinvolgimento dei singoli paesi appare / sembra essere mutevole/variabile".

Oppure si può riformulare la frase in questo modo:

"il coinvolgimento (nelle attività di contrabbando) sembra spostarsi (via via) da un paese all'altro".
