Perhaps "non-blood cutting" is what would normally be called "bloodless surgery" and so "less-blood cutting" would be surgery that involves only minimal bleeding.
The above text seems to have been written by a non-native speaker who doesn't understand the use of the definite article, so one wonders what other aspects of it are unreliable.
