I guess this is an easy one but I prefer to double check, and this term definately deserves a glossary entry.
The term comes from a footwear marketing document.
Definition found in the Freedictionary : A thick rubber sole with deep indentations that improve the stability and traction of utility footwear such as work boots.
I was wondering about "semelle à crampons" but it does not refer to the exact same thing...
