That would make sense, as a comparison to a "more typical real estate development"
I can hardly see how all the IT hardware of a data centre could be in any way compared to a "more typical real estate development".
IOW the context seems to more about architecture and "the initial capex and return on investment" from building some piece of real estate that will be rented to a data centre.
