in this context - as mention at the beginning of a letter / message:
dated material = material (i.e. information) that is relevant only before a certain date, after which date it will become useless.
In other words, a letter starting with "dated material" could be about an offer that will be valid only for a limited time, so after the "offer expiration date" there will be no longer any point in reading the letter or trying to respond.

I really doubt that "dated", as in "this is a bit dated" would apply to material sold by a supplier. That's why I think this is more along the lines of "time-dated" - as in "best by...".

Now that I see it, I recognize it. Ça se présente différemment ici.
D'habitude, on a "Message important! Ouvrez avant le [date]" ou "Offre d'une durée limitée. Répondez avant le [date].

Anyway, there's enough real-life samples to be found on the Web to get a good idea of what this "dated material" notice could mean in this kind of context.
As it is on top of the letter, DATED MATERIAL might very well be following the usual "RE:". Vous seriez surpris de voir la quantité de lettres qui commencent par l'objet avant toute chose!
Who would bother with such a letter? Every $1 store, dollarama, etc. to begin with.
Writing about dated material looks like a proper waste of time? Well, reality check: nine of us took time discussing a letter they know nothing about but 2 words! :-)
If it's on top of the letter before a date, before everything else, "dated material" relates to the whole letter as such, not to any particular matter in the letter.
Also a letter about some "obsolete, no longer pertinent etc." subject looks like a proper waste of time: who would bother with reading a letter that start by announcing itself as being about a subject mater that is "obsolete, no longer pertinent etc."? I think the meaning is to be searched in some other direction.
Between what the dictionary says and the reality check, the choice seems to me obvious.
What is the date next to the mention "dated material" - a date in the future? or simply the date when the letter was sent?
