Politics is faced by the challenge of guarding against environmental damage that is not yet visible or indeed measurable. And resource/climate protection can no longer be dealt with using national or exclusively technical means alone. There is a need for an international social consensus – and this can generally not be achieved without distributional conflicts. An example can serve here also: The **pro capita** emissions of carbon dioxide, which is harmful to the climate, are not rising further in many rich countries. As a result, many people think that the industrialised nations are already on the path of sustainability. In fact, however, it is necessary to ask to whom the emissions that are created when internationally traded goods are manufactured should be allocated. This is because globalisation has led to the situation that many environmental problems have merely been shifted somewhere else.
