ABD = Algemene Bestuursdienst = Senior Civil Service, so could sub-ABD be junior civil service?

This is one of the government's targets 2008-2011 for the sustainability theme 'Duurzame bedrijfsvoering overheid'.

Het aandeel vrouwen in ABD functies wordt verhoogd naar 25% en er zijn 50 allochtone managers op sub-ABD niveau aangesteld

ABD managers are those in job grades 15-19, so sub-ABD managers are those below grade 15.

neutral Tina Vonhof (X) : This may be correct Chris, but how is an English-speaking person going to know what that means? I think something like 'lower level' might be easier to understand.

It would have to be made apparent in the wider context of the entire text. Even in Dutch, the meaning of sub-ABD will not be clear to a reader unfamiliar with the broader context.
