Can this mean- returnable/ returned articles. Even though leeggoed means empty bottles, it doesn't seem to fit in the context.

I don't believe *leeggoedartikelen* are always empty bottles. So I would say returnable. As it means that you will get money when you return the item/article

The food retail needs a list/file of empty bottles etc., since these goods have a value and in many countries are VAT-taxed. Cashier software has to take into account sold ands returned bottles.
Warehouse software needs details regarding value and volume etc.

Although empties is given in Van Dale as an informal translation of leeggoed it is often used by industry as the following shows

It should not be used in the singular unless you want to use empties return article

The list you mention reminds me of the population of item/article(-groups) of a till in a shop.

I guess that therefor deposit is one of the options.
