Suspended foundation stems from the Lewis Gruber report to the Swedish Council for Building Research.

sleeper wall

Acc. to Chambers: A low wall built under the ground storey of buildings having no basement, as a support for the floor joists. When in brick, the wall is built honeycombed to leave spaces for ventilation, and when in stone, small piers at intervals provide the suport required.
