I do not think "Auseinandersetzung" here has anything to do with confrontation. I think those officials initiate processes to help young people to think about certain issues, to discuss them and to deal with them - so that they learn how to come to terms with them.

but maybe you could say something along the lines of "It is the job of the Landesjungendämter to initiate, support and monitor initiatives which will enable young people to engage with the political process..."
I certainly don't think it's about "confrontation" or "argument", but rather the need for young people to take part/feel involved in politics...
