Hi! Please help. Context is in a tender for implementing an e-learning programme. Exact sentence I'm stuck on is:- "Ce projet est piloté par X, qui est representée par une instance de matirse d'ouvrage et une instance de maitrise d'oeuvre"

In fact in contracts it is used as employer ( Contractor or undertaker is the other party not maitrise d'ouvrage)
as a heading Local Contracting Authority, or any combinations may be used. However within text mostly Employer used.
