One of my dictionaries has "plate" for "pjesa më e ulët e salles" in a theater or cinema. But the number is too high for a theater/cinema, several hundred thousands, and the rest of the things that the police found concern travelling.
There is a minimal possibility that a bus ticket for destination Germany has text in German and the policeman has read "Platzkarte" as "biletë për plat". Very far fetched though.
Suggestions, anyone?

"Plat" is an unfamiliar term to our Albanian dictionary, so I believe that it has been borrowed from German, as you said, "biletë për plat". Furthermore, see whether "reserved seat ticket" fits in, because I can tell you that the word "plac" does rarely get used in a form like being borrowed from the english word "place" (for "vend" in Albanian), hence, maybe it is something like "biletë për vend-rezervim".
