The term is one of the stages of learning to read in Portuguese, which are: Pré-silábica, silábica, silábico-alfabético e alfabética.
From a medical report for a student with learning disability:
"Paciente apresentam-se fase silábico-alfabético sem significado"
I don't think these stages of learning correspond directly with English, any ideas?

Thank you, Jack! Reading your following question, though, leaves me with no doubts that “sem significado” refers to the clinical assessment of the specific learning stage the child is at, the syllabic-alphabetic one. All 4 sentences bellow end with a clinical assessment or recommendation.
