How would you translate 'by accepting individual emission targets' into Farsi in the following text? I've got a hard time understanding this part.

In the Kyoto Protocol (KP), initially adopted on 11 December 1997, 37 countries (and the European Union), the so called Annex B countries, which roughly resembled the industrialized world in the 1990s, committed to reduce the emissions of six greenhouse gases (GHGs) by 5.2% on average over the period between 2008 to 2012 compared to 1990 levels by accepting individual emission targets that had to be met by the end of 2012.
